The package you are looking for is: tcl-tk-8.5.18-1

make sure you install the 8.5 version and *NOT* 8.6 (i think that
apt-cyg takes the 8.6 version as default). I suggest you use the default
cygwin installer and search for tcl or tk then choose the correct
version. If any others are missing you can find the correct packages on
this page by typing a keyword into the box:
