On 64-bit Windows 7, you can install both Cygwin/X and 64-Cugwin/Xt in different directories
(eg. C:/cygwin and C:/cygwin64 ), but Xcrysden only works in Cygwin/X (i.e. 32bit).

I have the same problem as well. Tried to compile the source by installing all the packages as per the instructions. The culprit in my case seems to be tcl.

I had no luck with installing xcrysden on cygwin. Now I'm using Oracle
VM Virtual Box with ubuntu and Xcrysden on it. it isn't great solution
but it works.
I hope this helps.
