Unfortunately, there is some incompatibility between your windows and
the windows that was used for xcrysden's compilation.

You may try to compile the sources of 1.5.53, but it will not be
straightforward on cygwin ((untar the tarball, cd into the created
directory, copy the ./system/Make.cygwin file to ./Make.sys, edit it
accordingly and the execute: make xcrysden)).
