Indeed they are. The info your provided was very good,
and I was able to construct the XSF file from scratch. You were
right, there is a bug.

I found that the xcrysden itself is OK, but the problem is in the pwi2xsf
filter (i.e. conversion of PWscf input file to XSF file).
The fix follows ...
