[Pw_users] Last pre-release of Quantum-Espresso v.4

A new snapshot of the development version of Quantum-ESPRESSO is
available for download from web sites http://www.quantum-espresso.org
and http://www.pwscf.org . If no major problem is found, this is going
to be released as the new 4.0 version in a few days. Please test it,
report problems/improvements to the pw_forum mailing list.
