[Pw_users] New Quantum-Espresso version

Version 3.2.3 of the Quantum-ESPRESSO distribution is available for  
download
from web sites http://www.quantum-espresso.org and http:// 
www.pwscf.org .
This version contains almost exclusively bug fixes to version 3.2.
Everybody who is using the Quantum-ESPRESSO distribution is invited to
upgrade and to report problems to the mailing list.
