[Pw_users] New Quantum-Espresso version

Version 3.1 of the Quantum-ESPRESSO distribution is available for 
download from web sites http://www.quantum-espresso.org and
http://www.pwscf.org . Everybody who is using the Quantum-ESPRESSO
distribution is encouraged to upgrade and to report problems to the 
mailing list. This version contains many bug fixes, various improvements, 
and a complete transition to the new XML-based file format.
