This combination is unsuitable because parallel
version of Fortran compilers are assumed to be used,
but CC compiler is serial.  It seems strange, may be
your system is misconfigured.

g77 compiler is actually can not compile the code.
You need F90 compiler, indeed.

You can try ./configure CC=mpicc F77=mpif77 F90=mpif90
for parallel code.
Otherwise, use pgcc, pgf77, and pgf90.
